Defines 'bailiff' as a bailiff for the purpose of distress for rent. Persons may not act as bailiffs to levy rent distress unless authorised by a written certificate from a certifying officer; landlords in person, their attorneys, and legal owners of reversion are exceptions. A certifying officer may cancel or declare void a certificate at any time. Anyone required by the Act to hold a bailiff certificate who levies distress for rent without holding a certificate must not do so and is liable to a fine not exceeding two hundred shillings.
