Purpose and legislative effect
“Every departing Asian must, before leaving Uganda, declare assets and liabilities on Forms PRO/1 and PRO/2, supply further particulars if requested by the Minister, submit specified supporting documents, and on submission be given a receipt in Form PRO/3.”
Section 10 allows the board to engage staff, accept transferred or seconded public officers, grant pensions/benefits, and require contributions to pension or superannuation schemes. The board's funds comprise government grants to the board and monies the board accrues while performing its functions under the Act. When a building is occupied as a dwelling by certain public servants, the Government must pay the board rent as determined by the board. Establishes the Departed Asians Special Fund under the control and management of the board and provides that monies paid to the board under section 12 shall be paid into that Fund; it also states the Fund is established under section 16 of the Public Finance Act. The special fund is to serve as a depository for any monies received in respect of the assets of a departed Asian.

Section 1
The special fund is to serve as a depository for any monies received in respect of the assets of a departed Asian.
Section 14
The Minister must keep a register of property or businesses declared under section 1 in Form PRO/4 and must publish the register contents accurately in the Gazette from time to time.
Section 2
Establishes the Departed Asians' Property Custodian Board, lists its members, allows the board to co-opt persons, declares it a corporate body with perpetual succession and a common seal, and permits it to sue and be sued in its corporate name.
Section 4
The seal of the board must be kept by the executive secretary; use of the seal must be authenticated by signatures of two members of the board, at least one of whom must be a Minister.
