Defines terms used in the Act: board; chairperson; corporation; financial year; general manager; Minister; secretary. Establishes the National Enterprise Corporation and states that the corporation is a body corporate with perpetual succession and a common seal; it may sue or be sued and, subject to the Act, may do or suffer acts that bodies corporate lawfully do or suffer. The corporation is required to perform a range of commercial, industrial, agricultural, research and property-related functions, including acquiring, managing, dealing in property and securities, taking shareholdings, establishing subsidiaries, operating factories and offices, engaging in production and transport businesses, and training personnel for these purposes. The corporation's seal may only be affixed in accordance with a board resolution and must be authenticated by specified signatures; a secretary's certificate is conclusive evidence. The corporation's common seal must be kept in the custody of the corporation secretary.

Section 1
The board may transact business by circulating papers; written resolutions approved by a majority of board members are as valid and enforceable as resolutions passed at a board meeting.
Section 8
The board may appoint employees and set staff pay and benefits; directors, employees and servants are not personally liable for corporate acts done in good faith and without negligence during operations.
Section 14
All corporate funds not immediately required shall be invested in ventures that the board may determine with the prior approval of the Minister.
Section 21
The Minister may make regulations, in consultation with the board, to carry the Act into effect.
