Sets out the functions of the force and authorises members to carry arms; prohibits persons from arresting, detaining or instituting criminal proceedings except under written law or the Constitution. Establishes a police council, lists its membership and specifies its quorum; grants the council discretion to co‑opt officers and to regulate its own procedure.
