This section provides definitions for terms used in the Act, including "appropriate authority", "exempted person", "governor", "Minister", and "planning committee". Subcounty chiefs must submit annual self-help project programmes to the county chief three months or earlier before year-end; the county chief must forward a consolidated county programme to the district planning committee within two months of year-end; county chiefs must publicise and discuss programmes with residents; contributions must be kept in-county and any collected contributions are handed to the district commissioner for safekeeping. Projects in a submitted programme should, as far as possible, rely on communal effort by residents; where necessary the county chief must obtain Government assistance in good time for the county or subcounty. District planning committee must examine submitted programmes and submit a report, including recommendations, to the provincial planning committee; the committee must consider other self-help projects in the district; reports must be submitted with a copy of the programme not later than thirty days (or longer if the Minister prescribes), and the county chief must be served a copy. The provincial planning committee must submit a report to the governor within thirty days of receiving it, ensure financial implications are appraised before submission, serve a copy on the county chief, and coordinate all provincial self-help projects subject to the governor's directions.
