Purpose and legislative effect
““agency” means the Karamoja Development Agency established under section 2.”
Rules for council meetings: the chairperson may appoint times and places; the chairperson must convene a meeting within 14 days when one-third of members sign a written notice; one‑third of members form a quorum; members with pecuniary interests must disclose and withdraw; the council may transact business by circulating papers and unanimous written resolutions are valid. Section 11 creates a director as the agency's chief executive, requires the President to appoint the director, makes the director secretary to the council with duties to keep minutes and perform duties assigned by the council or President, allows the council (with Presidential approval) to appoint senior staff, permits secondment of public officers, and requires public officers called to agency work to perform it. Section 12 sets out what comprises the agency's funds and states that all monies received by the agency must be deposited to the agency's credit in a bank approved by the council. The agency must make and submit to the President’s Office, not later than three months before each financial year starts, estimates of its income and expenditure for the next year for approval. The agency must keep proper accounting records, prepare annual financial statements within three months of year-end, and have those annual statements audited by the Auditor General or an appointed auditor; that auditor may access and request explanations for the agency's financial records.

Section 1
The agency must make and submit to the President’s Office, not later than three months before each financial year starts, estimates of its income and expenditure for the next year for approval.
