Purpose and legislative effect
“The Act does not apply to members of the Uganda Peoples’ Defence Forces, members of any police force established by the Constitution or Act of Parliament, public officers, or persons employed by the Government.”
The Minister must cause the wages regulation order to be published to inform, as far as practicable, those who will be affected. A board or council may at any time, if it thinks it expedient, reconsider and recommend to the Minister cancelling or varying rates of remuneration or other employment conditions determined under the Act. The Minister may, at any time by notice in the Gazette, dissolve a board or council; such a dissolution does not affect acts or recommendations made before dissolution. If parties to an agreement or arbitration award about pay or employment conditions agree, they may send it to the Minister; the Minister may make a statutory order in those terms and must publish it in the Gazette; the order takes effect from publication (or another date the order prescribes) as if it were a wages regulation order. Employers must pay employees at least the statutory minimum remuneration and observe prescribed conditions; failure is an offence punishable by a fine and may lead to court orders for unpaid differences.
