The Act applies only to factories as defined by the Act, but, unless a contrary intention appears, it applies to all those factories. The Act applies to factories belonging to or occupied by the Government and to building and engineering works undertaken by or on behalf of the Government. In a public emergency the Minister has the power, by statutory instrument and for the extent and period named in the order, to exempt factories or classes of factory from this Act. Defines "factory" to include premises where persons do manual labour in specified processes and lists numerous specific premises and situations that are treated as factories, while excluding certain mine-related premises and workplaces with fewer than six persons and no mechanical power. This section supplies definitions of terms used in the Act (for example, 'authorised person', 'chief inspector', 'local authority', 'owner', 'machinery').
