This section defines terms used in the Act, including "appointments board", "deputy inspector general", "inspector general", "public office", "public officer", and "secretary". Establishes the office of the Inspector General of Government and provides that the office is not subject to direction or control by any other authority and must be directly responsible to the President. Specifies the composition of the Inspector General of Government office and appointment authorities, sets a seven‑year service qualification for inspector general and deputy, and allows the inspector general to engage other public offices. Establishes an appointments board, lists its membership, and requires the board to perform specified functions including establishing posts, appointing officers and staff (in accordance with section 3), making disciplinary regulations, and performing functions assigned by the President. Persons appointed to offices under the Act must take specified oaths before entering on their duties; persons appointed to offices listed in Part B take the oath specified in Part B which is administered by the authority named there.
