This section provides definitions (interpretation) for terms used in the Act, including 'appeal', 'country of the original court', 'judgment', 'judgment creditor', 'judgment debtor', 'judgments given in the superior courts of Uganda', 'original court', 'prescribed', 'registering court', 'registration' and exclusions for 'action in personam'. The Minister may, by statutory order, extend this Part of the Act to judgments of specified superior courts of foreign countries where the Minister is satisfied that substantial reciprocal enforcement will be assured; the Minister may later vary or revoke such orders. A judgment creditor may apply to the High Court to register a foreign judgment within six years (or within six years from the last judgment after appeals); on such application the court must order registration if prescribed matters are proved, except where the judgment has been wholly satisfied or could not be enforced in the original country. The Chief Justice may make rules of court for specified purposes relating to registration of judgments, subject to this section and to statutory orders made by the Minister under section 2. The registering court shall set aside the registration of a judgment if it is satisfied of specified grounds (for example: lack of jurisdiction by the original court, failure of the defendant to receive notice in time, judgment obtained by fraud, enforcement contrary to public policy, or that rights under the judgment are not vested in the registrant); the registering court may also set aside registration in specified circumstances (for example: prior final judgment, submission to jurisdiction by the defendant, defendant was plaintiff or counterclaimed, agreed submission to jurisdiction, defendant was resident or had place of business in original court's country, or subject-matter situate in that country).

Section 1
The Chief Justice may make rules of court for specified purposes relating to registration of judgments, subject to this section and to statutory orders made by the Minister under section 2.
