The Act comes into force on a date to be appointed by the Minister by statutory instrument. This section provides definitions of terms used in the Act, such as "adaptation", "climate change", "greenhouse gas", and named institutions. The Act's purpose is to give specified international instruments the force of law in Uganda and to provide frameworks for monitoring, reporting and verifying climate change impacts and programmes, for adaptation and resilience, for institutional coordination and regulation of climate change activities, and for climate change financing. The Convention, its Protocol and the Agreement listed in Schedules 2, 3 and 4 shall have the force of law in Uganda; provisions of those instruments that apply to developed countries do not apply to Uganda. Requires the Department to develop a Framework Strategy on Climate Change for Uganda within one year of commencement and requires the Framework Strategy to guide Government planning and to specify a range of content (impacts, risks, priorities, measures, mechanisms, vulnerable areas, differential impacts, R&D, education, dissemination and government plans).
