Purpose and legislative effect
“The Act comes into force on the date of assent by the President.”
The Act comes into force on the date of assent by the President. Defines terms used in the Act, including 'biofuels', 'blended petroleum product', 'currency point', 'feedstock', 'Minister', 'Ministry', and 'petroleum product'. Petroleum products to be supplied in Uganda may be blended with biofuels in accordance with this Act; the Petroleum Supply Act applies to all such blended petroleum products supplied in Uganda under this Act. A licensing authority may (and has the power to) suspend or revoke a licence where the licence-holder contravenes provisions relating to occupational health, public safety or the environment, breaches licence conditions, or fails to remedy such contraventions. A licensee must not assign or otherwise transfer a licence to another person without the prior written approval of the licensing authority and payment of the prescribed fees, unless regulations provide otherwise.

Section 4
Licensing authority grants licences on terms it considers appropriate; licences may authorise the holder to construct, operate, store, transport or blend biofuels; licence duration is as prescribed by regulations.
Section 9
The Ministry may enter and inspect premises, examine and seize sales records, stop and search vehicles transporting biofuels, and obtain samples, with inspections carried out with a representative and possibly on notice or without notice.
Section 17
People already conducting activities that require a licence must apply for a licence within one year after this Act commences.
