Purpose and legislative effect
“This Act may be cited as the Uganda Broadcasting Corporation Act, 2005.”
This Act may be cited as the Uganda Broadcasting Corporation Act, 2005. This section provides definitions for terms used in the Act (for example: Board; Broadcasting; Broadcasting Council; common carrier; Corporation; financial year; Media Council; Minister; relevant broadcasting facilities; signal distribution). Establishes the Uganda Broadcasting Corporation as a Government‑owned corporate body (successor to Uganda Television and Radio Uganda) with a common seal, corporate powers, and rules for authentication of its seal and documents. The objectives require the Corporation to develop broadcasting bodies into a national broadcasting centre of excellence, provide public‑oriented electronic media and consultancy services, achieve and sustain comprehensive national radio and television coverage, and achieve and sustain common carrier status. The functions of the Corporation include providing radio and television broadcasting services and programmes, ensuring systems for information gathering and dissemination, maintaining editorial independence and national broadcasting standards, operating sustainably and achieving nationwide coverage, maintaining R&D, and other activities of a public broadcaster; it is subject to the same laws as private broadcasting operators and may operate international services.

Section 7
The Corporation may borrow money, but only with the approval of the Minister.
Section 15
The Board must adopt an editorial policy guiding broadcasting content and ensure the Corporation does not broadcast indecent or state‐prejudicial material and that its broadcasting follows the Broadcasting Council's code of conduct.
Section 22
Uganda Television and Radio Uganda shall continue to operate until the Minister appoints a transfer date despite the establishment of the Uganda Broadcasting Corporation.
