Purpose and legislative effect
“This provision gives the Act its short title: "The National Library Act, 2003."”
This provision gives the Act its short title: "The National Library Act, 2003." This section provides definitions of terms used in the Act (for example: "Board", "book", "braille", "Chairperson", and "legal deposit right"). Establishes the National Library of Uganda as a corporate body with perpetual succession and a common seal, and gives it the power to sue or be sued and to hold, acquire or dispose of property. Lists the functions of the National Library, including developing national public library policies, providing standards and advice to local governments, inspecting public libraries, offering professional services and research, promoting reading and literacy, maintaining national bibliographic and cataloguing services, acting as a depository and agency for lending and information exchange, creating databases, and acquiring materials of national interest. The National Library has powers including requiring publishers in Uganda to deposit specified copies of works, inspecting and issuing standards for public libraries, and allocating ISBN/ISSN and other international numbers to publishers.
