Defines terms used in the Act: Authority; Chairperson; Deputy Chairperson; Executive Director; member; Minister. The Authority must be a body corporate with perpetual succession and a common seal; it may sue or be sued in its corporate name and, subject to this Act, may do, enjoy or suffer anything a body corporate may. The Authority has the power to decide the seal's form and the circumstances when it is applied. Sets the Authority's composition (Chairperson, Deputy Chairperson and three other members appointed by the President with Parliamentary approval); requires minimum qualifications for members; sets five‑year terms renewable once; allows removal by the President for specified grounds; permits the Minister to amend membership by statutory instrument; requires Chairperson and members to be full‑time and to guide and supervise the Executive Director. Every member of the Authority must, before assuming their duties, take and subscribe the oath set out in Schedule 1 to this Act.

Section 1
Members of the Authority are entitled to sitting and other allowances.
Section 6
The Authority's financial year is the 12-month period from 1 July to 30 June of the following year.
Section 10
Members, employees, and others performing Authority functions are not personally liable to civil proceedings for acts done in good faith while performing those functions.
Section 15
A statutory instrument made under this Act shall be laid before Parliament.
