This section lists definitions of terms used in the Act (for example: buyer, buying season, Commissioner, currency point, grower, growing area, inspecting officer, licence, Minister, prescribed, tobacco). The Minister may declare areas to be growing areas; persons are prohibited from growing tobacco for sale except in declared growing areas. A person who wishes to grow tobacco for sale in a declared growing area must apply to be registered as a grower in accordance with regulations made under section 17. The Commissioner must distribute tobacco seed to growers through authorised persons; only authorised persons may distribute seed; planting non‑Commissioner‑distributed seed in growing areas is prohibited unless the Commissioner gives written permission; growers shall receive seed in quantities proportionate to registered acreage. Inspecting officers may enter premises and destroy tobacco seed immediately if it harbours pests or disease; the Commissioner may direct owners or persons in charge to destroy such seed within a specified time; inspecting officers may destroy seed without notice or after non‑compliance with a notice.
