Bank of Uganda v Public Procurement and Disposal of Assets Authority (Civil Appeal No.018 of 2020) [2024] UGHCCD 29 (25 January 2024)
The High Court found that the procurement of the SIEMS by Bank of Uganda was in exercise of its core statutory functions under Section 4 of the Bank of Uganda Act and thus exempt from the application of the PPDA Act. The court held that Section 3(h) of the PPDA Act is clear and unambiguous in excluding such procurements from the jurisdiction of the PPDA and its tribunal.
