The court held that the requirement to pay a fee for access to public officers' asset declarations under Sections 7(2) and 7(9) of the Leadership Code (Amendment) Act, 2017 does not amount to discrimination or an unconstitutional limitation on the right to access information, as the fee is universally applicable and not inordinately high.
