Kulata Basangwa v Uganda [2018] UGSC 55 (3 December 2018)

The Supreme Court held that section 19(1)(c) of the Inspectorate of Government Act only prohibits the IGG from questioning or reviewing matters before a court of law, but does not bar the IGG from instituting criminal proceedings based on the same facts as a pending civil suit. The Court found that the IGG was not interfering with or reviewing the civil proceedings, but was exercising its constitutional and statutory mandate to prosecute alleged abuse of office.
