The Court held that the computation of time for filing a Memorandum of Appeal in election matters is governed by Rule 30 of the Parliamentary Elections (Election Petitions) Rules. The Notice of Appeal was given on 24th June 2016, so the seven-day period expired on 1st July 2016. The respondent filed the Memorandum of Appeal on 5th July 2016, four days out of time, and did not seek extension or validation.
