The court found that although the applicant has a constitutional right to apply for bail and the court has discretion to grant it, the sureties presented were not substantial, as they did not know their duties and some resided outside the jurisdiction of the court. The applicant's fixed place of abode was also outside the jurisdiction, making it difficult for the sureties to monitor him.
