The court held that the Banking (Freezing of Accounts) Orders, specifically Legal Notices 2 of 1982 and 2 & 3 of 1984, were made pursuant to section 26A of the Banking Act 1969. Section 54 of the Financial Institutions Statute No.4 of 1993 repealed the entire Banking Act 1969, including section 26A. The saving provision in section 54(2) only preserved statutory instruments that were consistent with the new statute.
