Centre for Public Interest Law Ltd and Another v Attorney General (Constitutional Petition No. 34 of 2010) [2015] UGCC 9 (6 October 2015)

The court held that Article 12(2) of the Constitution cannot be construed in isolation from Article 12(1); both provisions must be read harmoniously as they address citizenship by registration. The categories eligible for citizenship by registration are expressly provided, and those excluded under Article 12(1) cannot qualify under Article 12(2). The Constitution provides an alternative route to citizenship through naturalization under Article 13, which is available to any alien, including refugees, as defined by statute.
