The consent of the Chief Magistrate under Regulation 58(3) of the Local Council Courts Regulations does not constitute an order or decree within the meaning of the Civil Procedure Act and is therefore not appealable to the High Court. The Chief Magistrate's role is limited to granting or refusing consent for execution of the Local Council Court judgment, not issuing substantive orders.
